I think everyone is overthinking the age bit. Cyro sleep may have Orion Candidate 047 at a considerably younger biological age than his literal age (this is true regardless of the possibility of the Rookie being the same person). And ONI assets that pose as underlings isn't anything unprecedented. Remember Clarence from the Mona Lisa?
