I'm not sure if it's a DEM, because it's been hinted at, and it's been implied that it was somehow going to pop up again (Why the missing pages?). The Assembly also expressed interest.

Still, that was three years ago. Whatever plans 343i had when Halsey's Journal was published, I think they're off the rails.

If that happens, I think it will be less of a 'working with' and more of a 'working for'. Compare 117/Cortana to the Cyborg/Durandel in Marathon.
