Basically you fill in some of the deeper scratches with special sauce, and take a little of the plastic off the top as well, to reduce the depth of the remaining scratches. Then polish to a like-new shine! Search for 'disc resurfacing' and you'll get loads of helpfully confusing results.

I've never actually done it myself - because I'm careful with my discs ;)
