Given what we know, there's not much else it could be. Either it's not the same Mazzarin (which is basically closest we could get to calling it a mistake), or Mazzarin was an exceptional case who for some reason was Shadified against his will and (probably) after he was dead, although in general Shades cannot or are not made this way.
