Josh Holmes definitely said "No." Looks like it's just Forge and MP, unless they change their plans down the road. Keep in mind that they preemptively called Spartan Ops "Season 1", before having it be the only season. I doubt it would have sold well had they charged for it (given the cold reception that players had to it). I personally never bothered finishing it, and considering I enjoyed the gameplay and repetitive missions well enough, I can't imagine that I was the only one.
Maybe if the numbers show a consistent Campaign population we might get something down the road, but for now, the question was raised, and Holmes shut it down.
