This limit may be due to the game engines and not the console.

As you stated:
"That's a total of 152 files of content. Barely more than Halo 3 had back in 2007."

This is what leads me to this conclusion.

Also, Cloud storage or not, there are millions of files being saved each hour. Everything has a limit. This could be a way to soften that blow.
