It's typically held that the T- designation is more associated with the sufficient capture and cataloging of a particular piece of Covenant tech, not necessarily the "date it went into production". UNSC record keeping obviously would have seen some degree of variation - especially in the earlier days in the war. This is why you might see a T- designation of let's say 32, but that not remotely match up to actual production or usage dates by the Covenant. It's important to remember that a human-based perspective on naming conventions and production assumptions is not good to apply across the board when trying to draw certain conclusions about the way the Covenant (or their constituent species') go about certain things. :-)
