Quite possibly; they've hinted at having the major story arc laid out for a while, and while this is pretty specific, I still think it's more likely planned ahead than coincidence or after-thought. I suppose the one-eyed Didact could have just been a design choice that became some kind of inside joke that ended up getting written in... I'm guessing intentional.
