That's exactly the issue. A lot of the people complaining about Halo 4 complained that many of its missteps were extensions of mistakes Bungie made when designing Reach; that Reach was an experiment that offered information about what wouldn't work very well, and 343i progressed with said won't-work-very-well stuff regardless.
They're criticizing 343i for taking paths that were both "safe" and informed-bad.
