: focused and forward-deployed and local, able to function in the
: traditional naval battles seen in the past, and in low-intensity patrols
: on their own shores and against littoral threats.

But our world is always on the brink of war (if not always at war), so it is somewhat justified that some countries think necessary to maintain full-fledged armed forces. I wonder how the Covenant justify theirs...
