In my time in the community (which is just now approaching half the time Halo has been around), I've seen more than a few sites come and go. I've been a major part of one, even (which hopefully will rise again, but who knows). I can tell you I think it's probably not worth it for you to try this, but I can't in good conscience tell you to not to try-- if you really have a drive for this, it's probably worth pursuing, even if it's only worth it for yourself and a few others.
I can tell you making a site doesn't necessarily cost much, if anything, and the same goes for hosting, but you're unlikely to get both for free, at least not for long and not with good quality, and if it actually takes off and becomes successful, I can guarantee you you won't get both for free, and that won't be your only problem.
Also you're doing a (really) bad job of giving any kind of specifics, for example what you want help with.
