I think this was a concept for the Abandon MP map. It feels like there was supposed to be something creepy on that map, other than the test tube Jackal things.

Maybe ONI was doing some experimenting (like in the Mona Lisa comic)?

Maybe a base was setup but something was already there?

I like thinking about this stuff. I really hope to see a return of the creepy Flood in Halo 5.

The concept are indicates that they were definitely thinking about the flood, in some form at least during that time in development.
