Isn't that the same truth with books?
Out of 100,000 people who buy a game, only a small percentage of them will actually be interested enough in the real product to complete it. Just like we can all get hyped up on a new book, but only some of us will enjoy the read enough to finish it through completion.
In a nut shell, I don't think it's a bad thing. A developer should always have the goal to get as many people as possible to want to finish the game after purchasing. And, even better, to play it again! I read Fall of Reach multiple times.
