My guess is they couldn't get it to run smoothly. I haven't played RSC1 on the 360 in a very long time and can't remember, but the interweb chatter seems to indicate there are framerate issues. And since RSC2 is newer and prettier, I bet it was worse if they did attempt it. I mean, I don't know for a fact that it's more resource-intensive, but it seems likely.
