I would say it comes down to what direction Microsoft takes. This is no longer Bungie's Halo, and if H4's story is any indication, a movie could be terrible. I feel like 343's new trilogy or whatever they wanna call it now is to Halo what George Lucas is to the Star Wars with the prequels, or Peter Jackson to this Hobbit trilogy which (in the second film's cawse) basically boils down to fan fiction (though, admittedly, a decent, fun, and pretty well done movie experience).
Producer, director, and writer aside, will Microsoft give them enough creative control or ability to truly make something great. I would prefer not to see yet another terrible video game movie, let alone a terrible Halo movie.
