I agree, and I think 343i does too (hence why the Chief was a lot chattier in Halo 4). This might mean they'd show some trepidation in having him appear as a character, because we really don't know anything about him, and it would be a little awkward if he suddenly showed up with a completely different personality to what he had in ODST.
