Narrative use of time-of-day is common with Halo, and the way it manifests in Halo 4 is arguably one of the most classically Halo-ish things about its storytelling. Although, Staten seems to have been fond of using tme of day very directly, as demonstrated by CE (especially from Silent Cartographer onwards) and ODST.
