Before 343 got control of Reach, the achievements were getting better. They could be done on any map, not just the ones associated with the DLC, so your chances of getting them, even the stupid ones, were much greater. Having them be map specific decreases the odds of even having the chance t o get them.

Right now, I'm basically screwed out of the first two DLC pack achievements because I didn't get them immediately and the maps have a habit of never showing up. When the odds are so low, people like me just want to get them done so we can enjoy the game normally, and not stress out trying to get idiot achievements at the few opportunities we get to try to get them.
