My problem with it is that, at the moment, I'm not sure what the cloak is supposed to accomplish. If he's got to keep sand out of his armor, why is he wearing burlap rags? Why not don a stillsuit?
If it's "For drama", the same effect could have been had by the wind blowing back his cape, and we see that he's carrying his Mk VI helmet under one arm.
