It's extremely common. A lot of people probably don't remember they even exist because they've had them disabled since they were introduced.

That's kind of the first rule of entertainment, though-- get their attention, then keep it.

He was only saying you shouldn't put essential information in them, though, and I don't know how they do things over there, but over here almost everything shown on TV has captioning embedded in it that you can see if you want to or need to.
