With it I'm able to change the camera FOV/limits (can't turn them completely off like in my recent youtube video though), change resources/power (you can have tech level 4 without having the reactors for them), change population limits (I changed the cap/max pops in a game to 199), enable tech/squads that you normally can't research/train (eg, Grizzly on mission 14/Reactor), plus many other things. For each player (so you can potentially force the AI players to only be able to build ghosts :P).
For fun on the Reactor I enabled Spartans to be able to research/train (the level doesn't make use of SMG spartans, so they won't animate or attack until you research chain gun) then made well over 100 population worth of Hawks and put a Spartan in each one.
None of these changes are effective once you leave the loaded campaign save. So you can't magically bring any of this into MP. Even if you could, you would go out of sync once you performed an action that did not compute with the other machines.

Try playing on Automatic difficulty in Skirmish (not MP). I've been able to get to 139 so far. At this point, I can only play on Blood Gulch (since there's only one route to your base/they never use the teleporter) due to how unfair the AI is. You'd think if you did 2v2 or 3v3 that your AI partner would have that same 139 difficulty applied to it...but I really don't think that's the case. They really can't hold their own.
