2 local folder questions

i just started making plugins a few weeks ago. the other day, i forgot to rename my local folder before playing on B.net. but the games weren't red! WHAT THE HELL???
ok, question 2
i have a local folder full of crap that i haven't turned into plugins (because i can't figure out how). now if i send that to someone, will it work like plugins?
