Do you mean that the color of the water dosen't change or that the level dosen't rise and jiggle where you wanted it to? If the former, you need to paint the surface of the water on your color map. the color you choose dependson the murkyness and depth of the media and the color of thesky, which can't be seen except by reflection in the water. It will appear blye only on bright sunny days, while on overcast days it will appear a dull gray to brown. At night, water is almost completely black, although you might want to paint a few highlights on it so the movement remains visible.
However, if you mean the latter, you could be experiencing the same bug I am. When I import a reflection map, it loads but no change is apparrent. But when I save the map, quit Loathing and restart it and reopen the map, the water is right where I wanted it to be (almost, it's hard to prepare those accurately.)
: 2)How do you do a Terrain Map/Passibility map
Two ways to do this. One is to use the terrain brush in Loathing, but this can be exceedingly tedious. Export your terrain map after you've imported the reflection map. This will make a grayscale image file which, if you haven't used the terrain brush already, will show where the water and grass terrain types, as well as flying impassable areas if you have selected make edges impassible. Someone posted onn their website a guide image of what terrain types are indicated by the various grayscales, but I can't remember who that was (speak up if you read this). you can then edit the terrain map in an image editor and re-import it into your mesh with Loathing.

I wish I knew. I'm trying to figure this out for myself
