First make sure nothing is selected and that you have the selection (arrow) tool on. Then go up to the menu bar and select "create new connector". Now shift-click on each post in the order you want the fence to go. Don't deselect them, even accidentally. Now go back to the same menu. "create new connector" should have a check next to it. Select it again, and voila. You have a fence.
