Hey, don't blame me for any of that part of...well, you know. I'm just following orders on that. Unlike SOME people, I can distinguish a good story from an plausible theory. ;-)
I do think Myrdred, Shiver and Bahl'al were all around during much of the Wind Age--GURPS *does* mention how old they are. Myrdred is an "ancient" Avatara; Shiver's career stretches back "for untold time." Also, Myrdred apparently has some kind of fairly close bond with the Trow--but since the Wind Age, there have only been a couple of years, at most, where both the Trow and The Deceiver were conscious and aboveground. So he most likely befriended them earlier, before they were ever imprisoned by Connacht. And according to the narrator, the Watcher/Deceiver rivalry is probably over a millennium old.
I don't see any reason not to take GURPS' term of "decades" at face value. I find it hard to believe that The Watcher could kill Mazzarin and then just hang out for a few centuries until Connacht or Myrdred or the other Avatara finally got around to imprisoning him. He'd be the number one Dark threat until the Leveller appeared, and they'd attack him as soon as they could. Also, GURPS says that the Avatara were around for "centuries" before the arrival of Balor; again, this implies to me that we should believe that their founding was later rather than earlier.
My best guess is that Bahl'al's origin lies during the Age of Reason, and that Shiver's a little younger. Myrdred probably appeared in the mid- or early Wind Age, and spent a while "freelancing," kicking it with the Trow, and starting his rivalry with Bahl'al; then he was recruited by Mazzarin to help found the Nine. A few decades before the end of the Wind Age, Bahl'al ambushed Mazzarin; shortly afterwards he was imprisoned, either by Myrdred and the other Avatara, or by Connacht during that period's Great War.
