I think hero units are completely different from highly-veteran units. As in, the dorf on Willow Creek usually gets like, 150 kills on legendary difficulty, but he doesn't throw as far as Andvari. Hell, I don't even throw as far as Andvari. That little runt's got an arm! They're taking Japanese for pitchers now, right? Why not dorfs?
I think that certain units can be "vetted" while others cannot. And for those units whose skills can improve with killing experience, you get to a certain level of kill where no more improvement takes place. So yeah, I don't think you can kill your way to hero status. *That* is bestowed upon you by a higher power (Bungie). But I'm not 100% sure -- I'd need to crack open the editor.
That's a good point about the Champions not needing to be "heroes", in the technical hit points/attack damage/accuracy/range sense. Good one.
