Easy: The Head is not Segoth.

By your own logic, since I know the identity of the Head, my statements can be used as evidence. Can't get more evident than that.

(Though actually, now that I think about it, I never asked my source if the Head still had his body in M3. If not, then he very well COULD have been Segoth, and this other identity which I'm not revealing. But I'm pretty sure The Head was more than just a head back then).
