We can assume The Head, with Connacht's desire, would have tried to create a very elaborate plan for defeating Balor. Helping emmensely is not always the way. Keep in mind too that The Head was probably insane after being without a body for so long; it could have very little of Connacht left. Besides, this was the ORINGAL intention, not the one which Sili presented which will likely turn out to be close to the truth.
I'm sure that there could even be a combination of the two theories; that The Head of Connacht was working with The Deceiver, Dec controlling The Head at least in part to resurrect those Connachtial feelings of anti-evil and anti-cycle, to bring about the fall of Balor and the restoration of The Light. This also fits the theory of The Head being a former Emperor of the Cath'Bruig. It includes ALL theories!
