GURPS also had a section on The Head under "Magic Items," and there it said that "Research into ancient practices suggests that this enchantment was performed several times in the past--perhaps through some combination of Soul Jar and variants of the Preserve Food and Voices Spells."
So, apparently, the Segoth stuff is just to tell the reader, "If you want to have *this* be the Head's origin, go ahead, but otherwise it's up to you."
