In many traditions, zombies or other magical creatures can't cross running water; the element's association with purity and movement allows it to "wash away" dark magics. I guess Bungie decided to take this and amplify it so that the Shades wouldn't be too powerful. (If they *could* cross water, then as floating creatures they'd be logically able to go out into the middle of deep lakes and be untouchable, like Soulless.)
