: was an 'ephor' for Stoneheim. The only reason I could
: think for this is that the king is the ruler of
: everything and ephors are his subordinates. But why
: would he need a subordinate with only 2 cities?
My dictionary defines Ephor as an elected greek magistrate, mentioning ancient Sparta as the source. This leads me to believe that The Dwarves have some sort of Constitutional Monarchy. Such a Government would make a lot of sense for Dwarves as it defines both a progress-minded society and ancient tradition.
