Yes, that definition is outdated, probably because the definition of "Avatara" changed post-TFL (from pretty much any powerful sorcerer not allied with the Fallen Lords, to those belonging only to the Nine). Shades can be any archmages; Turquine was probably not an Avatara. GURPS also says that mages usually bargain with greater Dark powers to be converted into Shades.
