This is actually a very good point that I haven't seen so far in this discussion. If The Head is Moagim, and Rabican figured it out, a) the narrator would tell us The Head's true identity the first time he mentions it, sinc he only heard about The Head after Shiver's defeat, and b) the Nine would trust The Head a lot less (probably not at all)than they do. So Rabican simply cannot have thought that The Head was Moagim.
