I don't think so. Ghôls have been faithful followers of the Dark for at least a millennium, due mostly to their hatred of the Dwarves. They were already part of Balor's army a hundred years before TFL, when he nuked Muirthemne. The Trow, on the other hand, were most likely revived much later; no one had even heard of their return until Bagrada.
And what would Balor need with Trow doing his diplomatic work for him? He has six incomparably more powerful sorcerers--plus himself--if he needs to impress or coerce anyone.
Since we already know that the Trow independently enslaved a lot of the younger races, it's a good bet that this flavor is referring to that.
