And it was assumed, and rightfully so--until GURPS said differently. To use your example, if someone goes "Wow! I just saw the president!" you're entitled to assume that he meant the president of the US (or whatever country it happens to be); but if he later clarifies that he meant the president of Mitsubishi, it's probably wise to change that assumption. :-)
