That works so far.

The problem with this part is that it's extremely unlikely the nine knew the head was Moagim even if it was.

Everything indicates they had no idea who the head was.

If the head is Moagim, how did he get to be so powerful?
He knows about things he couldn't possibly have seen, either because he was underground, or far away. No one else has this ability, including the leveler-posessed Balor. He also has a mojo a thousand times stronger than the Deceiver's. The deceiver is quite possibly the most powerful sorceror in living memory. (See his flavor text.) I doubt the nine were naive enough to trust the head on their own, and then there was his ability to turn a good chunk of the light against the nine and disappear somewhere in the confusion. (At least, I'm assuming that's what happened. The civil war is mentioned, and the good guys presumably won, but no information is given about the outcome. I find this odd as well.)

My own theory is that the head exists to make sure the cycle happens properly. If the light loses, the cycle is over. If the light wins too well, their civilizations survive intact, and they crush the dark before it gets started the next time. The head takes steps to hurt both sides to make sure that the light wins, but just barely. As for it's identity, I don't know. Considering its level of power, probably a god of some sort.
