Obviously the Narrator couldn't have been more than one place at once so he couldn't have been at EVERY major battle. And The Legion is sort of like the Special forces or the SAS in that they dont fight in pitched battles although they are the best trained and equipped. They have to do that the things like require skill and finesse. Think of it this way, the Armies of the Province are a meat cleaver, devastating but unweildly to handle and The Lwgion is a scalpel used for precision cutting but without the same brute force.
