Not quite. "The Nine" and "The Avatara" are synonymous. They are technically called The Avatara, and are a group of Light archmages upholding civilization and searching for the Dreams of Wyrd. There are usually nine of them at a given time, hence their other name, "The Nine". And there's not a new group every era - the Nine was founded in the Wind Age and has always existed, replacing and adding members as neccesary, until all but Alric died in or after the Great War.
