No, Phelot called Deceiver his master. So probably before Deceiver died, Phelot served him, and then went to The Voiceless One/Ravanna after he died. But when he sees his old master, he destroys all that oppose him (the krids) and then leaves. Officially though, since both of the Fallen Lords did die there, Phelot would then destroy your units (because he is part of the dark), but he didn't, so maybe The Deceiver's soul transfered into Phelot (like some say) before he died. Who knows...
