We know that the Empire had archers, but they were a special caste of warrior, akin to the Heron Guard. This obviosly meant that laymen weren't trianed in it, so when the Empire was smashed the archers died with it and the art of the bow was lost to the west. The fir'Bolg however knew how to use 'em (whot taught who, I wonder? Did the fir'Bolg have an ancient alliance with the Cath Bruig before the times of war between those two peoples?) and taught the legions.
Or perhaps their numbers were so decimated by the war that they had to concentrate their entire strenght in their home-guard.
Another possibility is that in the absence of the archers the bre'Unor overran and destroyed serveral important fir'Bolg villages or cities. Returning home to this devastation, the fir'Bolg vowed never to leave their homes to the mercy of their ancestral enemies again. They agreed to help the Legion learn the art of the bow since they knew that archers were needed to protect the ermine from the dark should it ever rise again.
