Where would giants get weapons suited for beings their size? the only other race remotely in their hieght range is the trow and they don't use weapons. And necromancers would probably have a huge supply of money, looting the corpses of his undead army before animating them and retreiving whatever riches the towns they sack might hold and they could always disguise themselves or maybe Balor used the deceiver to cast his dream on the smiths to force them to do the work because I doubt the would willingly.
