um... no. Clovis has nothing to do with the Holy Roman Empire. Since the original Holy Roman Empire was Charlemagne's, which is imposible to flee to france from since it was a Frankish empire that began in france, I assume your speaking of the one founded which Otto I (also called Otto the Great) who, after defeating the Magyars at the Battle of Lechfeld in AD 955, was granted by the Pope for saving him from aggresive Roman Nobles in AD 962.
The REAL Clovis became king of the Franks in AD 481. Fifteen years later, Clovis became the first Germanic (he was Frankish) ruler to accept Catholicism. Clovis's military victories and his religious conversion gave his throne stability. The monarchy he founded began declining a century later because of the Frankish practice of dividing lands amoung heirs, who later became rivals and fought for lands. By AD 700, political power had completely passed from kings to government officials called "mayors of the palace"
