I just played through that level recently and no, he had some dream dispersals left. :(

Are you suggesting it was Mazzarin who turned The Watcher to stone? Because Alric did that, with the help of archers, by making arrow tips from The Watcher's own arm bone. Keep in mind that if Mazzarin wanted the Watcher dead, he wouldn't have messed with our zerks on the way to destroy him.

And last time I checked, statues didn't emit shockwaves upon breakage. :)
