I think the narrator was just referring to the true name thing as a legend, just like we would. Although it's possible their "true" names (if they aren't Myrdred, Damas, etc.) have some significance, we haven't seen anything to support that theory. And if, by some chance, they did harm the person in some way (like immobilizing them or something), wouldn't the various Fallen know each other's true names and use them against each other?
Also, assume for a second that the "true" names do have some effect.. what is it? It would have to be something less harmful than immobilizing him/her, since the arm does that and it's better than the true name. I can't think of any worthwhile effect for having true names that would be less powerful than immobilizing them.
