Well, yeah. Soulblighter showed him how to make Thrall, not how to shoot fireballs and cast poison clouds. He has a private army and some Stygian Knights--next to that, his own powers would be negligible until he'd progressed to Warlock level or so. And he's a coward.

Yes, but--unlike drug-trafficking--the most important figure in raising the undead is the guy who knows how to do it. The Baron would be powerless if he escaped without any necromantic knowledge.
