Yes, apparently they can. GURPS and in-game text agree on this. I dunno if the older Thrall are just uncommon, so we never see them in-game as animated skeletons (although we *do* see those in Chimera; could be they're just old Thrall), or if the unlife magics somehow grow flesh back on. Probably the former, just like there's female Legionnaires we never see.
