Nope, the manual says that none of Soulblighter's human allies were able to make Knights; he gave them Knights to act as a bodyguard. It doesn't say this about Thrall, however.
And note that the whole purpose of Level 5 is simply to kill one man--the Baron. Why is his death so important? Because "only then will his army of the dead be put to rest." As long as he's alive, he can keep making Thrall.
GURPS, incidentally, says that the creation spells for all the basic types of undead (except Shades and Myrmidons) are known to at least a few human necromancers. Stygian Knights are the hardest to make, followed by Soulless, then Ghasts, then Thrall.
