Lesser mages are capable of learning necromancy, says GURPS (and we know that Baron Kildaer and Kyrilla did), and the Fallen Lords would probably be willing to teach some basic tricks to their trusted subordinates. They're too busy sweeping around and murdering people to spend time building Thrall--leave that to the little guys. :-)
