GURPS says he's not dead. However, the author admitted later that he hadn't beaten "Shiver," so he was unaware of what happens at the end. :-) Nonetheless, the Bungie editors and playtesters allowed it to pass without comment. Currently, on the errata list, it says that players can choose whether to play him dead or alive.

The Lurker, Bheil...also known as the twice-born daughter of flood and famine
The Voiceless One, Ravanna...also known as the loveless child of the unwed dawn
Note that each Lord's name is almost certainly not their "true name;" it's just the "casual" name they go by, when not addressed by their main title.
