Judging from GURPS, I would guess that only a handful of scholars and mages even know of the existence of the Faceless Man, if that. (the only reference to him in GURPS is that "It could be that Shiver and (the Voiceless One) are the same... and the last Fallen Lord has yet to be revealed!")
I'm inclined to agree with you about the Watcher really being dead. Hell, he was SEEN being shot with those bone arrows!
Shiver: Dead. But has been resurrected twice already...

Soulblighter: Currently dead, but is a major villain, so probably has some contingency plan to get himself a new body.
Those Fallen Lords that have survived will probably lie low for a while, having seen Soulblighter's defeat, but, should an opportunity of gain arise, they will be there.
As for the plural Fallen Lords having been destroyed after the great war, remember that all this is being seen from a Light perspective. People don't like the idea of there being an Anchient Evil on their doorstep, so Alric probably sponsors the idea that the decemation of the army of one of the Fallen equates with their death. I'm not sure if Soulblighter had any significant forces left afer the battle at the Great Devoid, but if so, once they were destroyed, people would most likely assume that he had been killed in the melee. The same could apply to any of the other Fallen, though some think that the Lurker and the Faceless Man were operating outside the known lands.
